Making Buffer Solution

I am simulating the degradation of a polymer screw in a phosphate buffer saline solution. How can I make the phosphate buffer solution? Can it be defined in the 'Materials'? Or, I need to make it somehow? Note that, I want it to work as a buffer solution.
